This is Japanese. He read from top bottom, from right to left. Registration number: xxx 46988 (Note: I can not say what he said before the numbers. The second character is difficult to distinguish.) Name: Yuuki Takizawa (Note: I think the name, Takizawa, is correct, but it is very possible that the name is pronounced differently.) Issue Date: September 1940 Size and date of manufacture: (4) January 1940 (Note: I think, "4" is the size.) Yokosuka Military Supplies Department (Note: I am not sure thereon. Yokosuka is correct, however. I do not know how军需部can translate.) Hope this helps.
